The mining and energy (particularly gas and oil) sectors make up a significant share of Uzbekistan’s GDP. 

The Vice Rector of Finance and Operations (VRFO) is responsible for strategic financial planning, budget and financial management, capital, facilities operations, and an array of business-support services that advance each dimension of the University's mission and touch every member of its community. The position is among the most impactful leaders of the University.


Reporting to the Rector, the VRFO is an integral member of an innovative and dynamic leadership team and a key partner in achieving the University's ambitious strategic vision for growth, while being mindful of the need to develop new models of financial sustainability. The VRFO lays the foundation for the University's future with an entrepreneurial mindset and a focus on creative budget management, resource allocation and management, and revenue generation.

The VRFO is charged with working across all campus sectors to allocate resources and manage day-to-day operations and therefore, must be adept at engaging all campus constituencies on a wide variety of complex issues. The VRFO must demonstrate the ability to develop innovative responses to the challenges for residential colleges today, while keeping focus on the engineering and business core of the university.

A chief partner to the Rector, the VRFO will oversee major revenue sectors of the college to ensure that the University meets growth goals in the years ahead. The VRFO is the cabinet officer responsible for ensuring the success of the University's growth strategy, working closely with the Vice Rector of Student Affairs on recruitment and retention. The VRFO oversees information technology services, infrastructure and operations, capital planning and design, investment and strategy, strategic development, research administration, human resources, and institutional equity.

The ideal candidate has a broad portfolio of leadership accomplishments with an entrepreneurial spirit, demonstrates financial and management success, and is committed to engineering and business education. The VRFO provides decision support to campus executive management regarding strategic allocation and use of campus resources to meet the University's academic goals.

The VRFO is the most senior campus subject-matter expert on matters relating to the campus budget and related policies and procedures. They oversee the day-to-day management and development of the campus- wide budget including development of an overall system of budgeting controls and such policies, procedures, programs, and practices as may be necessary for the effective operation of the system. The VRFO is responsible for ensuring the highest standards of fiscal integrity, transparency, and stewardship of financial resources and capital planning activities for the University.

The VRFO acts as the official campus point person with the University and the Rector, General Counsel, and Treasurer's Office on all budget and financial matters involving campus operating and capital resources, as well as with outside agencies. The VRFO represents the University's business and resource stewardship interests and proactively pursues policy, resource allocation, and regulatory issues that affect the University's interests. The VRFO represents the campus' business and planning interests to external agencies, support groups, business entities, and neighboring landowners. They also serve on numerous campus-wide committees and work groups, including, but not limited to the Rector's Cabinet, Academic Planning Group, and Campus Audit Committee.

The VRFO will bring the financial, administrative, planning, and communication skills appropriate to someone who is serving in an executive role. They will be an inclusive and innovative leader who weighs decisions thoughtfully and involves others in the decision-making process as appropriate. They must work with the highest levels of integrity, honesty, and openness and must create strong and enduring collaborative relationships with leaders across the University, the faculty, the staff, and the Board of Trustees.

Minimum Qualifications:
  • At least ten years of relevant experience overseeing budget and/or finance in a complex, decentralized organization with accountability to executive leadership and governance;
  • Undergraduate degree from an accredited institution; preference given to an advanced degree in a relevant field such as a Master in Business Administration, Juris Doctorate, or graduate degree in finance or public administration;
  • The ability to provide visionary leadership, plan strategically, deploy resources, and address challenges to implement change successfully;
  • Experience interacting with, reporting to, and stewarding relationships with governance boards;
  • Leadership experience in strategic planning, long-range financial planning, budgeting, and financial reporting;
  • Ability to analyze complex financial and accounting information and effectively communicate it to a wide variety of stakeholders with a range of financial literacy;
  • A management style that builds teamwork, participation, communication, and service and that finds creative solutions to problems;
  • Excellent interpersonal skills and effective English written and oral communication skills; ability to communicate and enhance relationships with constituents across all levels of the organization as well as with internal and external stakeholders;
  • Knowledge of governmental funding models, regulations, and codes;
  • Familiarity with capital planning.
