The mining and energy (particularly gas and oil) sectors make up a significant share of Uzbekistan’s GDP. 

The Human Resources Director is responsible for providing strategic leadership and management of all aspects of the human resources function.

The Director guides the development and implementation of an overarching HR strategy for the University and oversees an HR model that provides strategic, consultative and administrative human resources services and functions in support of the institution’s vision and mission. Working collaboratively with leaders across the campus, the Director will continue to build on a culture of excellence by creating, designing, and leading a best practice strategic HR organization through the implementation of innovative programs, policies, and initiatives that increase employee recruitment, engagement, and retention. The Director leads an integrated HR infrastructure that serves all faculty and staff at the University. 

Strategic Planning, Development, and Implementation

  • Plans, develops, and implements a fully integrated HR strategy for the University which links culture, skills and the way we work to our strategy and improves how we work together.
  • Ensures that the University attracts, hires, and retains top quality employees to meet its current and prospective needs, including fostering a diverse workplace in its broadest sense and campus climate of excellence to enable all employees to contribute to their full potential.
  • Develops and supports a positive culture transformation that supports real collaboration and harnesses the power of difference; relies on critical thinking and joint problem-solving; and encourages clear and transparent communications.

Institutional Leadership

  • Collaboratively engages with the VRFO as well as all members of the Rector’s Executive Team and Cabinet in order to develop and define strategic goals related to HR issues and workforce development.
  • Provides counsel to the VRFO and senior leadership regarding HR policies, strategy, and best practices, in addition to informing them about issues of potential concern at either the programmatic or individual constituent levels.
  • Establishes accountability and identifies solutions to resolve problems and ensures HR policies and practices support and enhance the University's strategic plans.
  • Serves as a creative and practical problem solver emphasizing innovation and flexibility when considering HR solutions.

Management and Oversight

  • Directs, manages, and oversees the talent acquisition, onboarding, retention, organizational and learning development, training, program development, total rewards, employee relations, equal employment opportunity initiatives for all employees in support of the University's mission and strategic plan.
  • Develops, advocates for, and manages overall annual HR budgets and budget requests.
  • Ensures all offices and constituencies are provided the highest-quality customer service.
  • Ensures compliance with all applicable laws and regulations.
  • Engages employees and senior leadership to support and improve the overall performance of the institution.
  • Actively engages with appropriate external groups and professional communities to ensure state-of-the-art processes and procedures are employed in all functional areas of HR.

  • Bachelor's degree from a university with a major in Human Resources Management, Industrial Relations, Public or Business Administration, Organizational Development or a related field.
  • Five or more years of progressively responsible work experience in HR management, including demonstrated knowledge and application of:  1) HR management standards and procedures; 2) compensation and benefits assessment and administration; 3) equal employment opportunity initiatives.
  • Three or more years of supervisory experience.
  • Demonstrated leadership and administrative skills managing the operational aspects of HR operation including, but not limited to: strategic planning, personnel, budget and fiscal management, continuous improvement assessment of units’ operations.
  • Proven success in building and leading recruiting, benefits, compensation, performance management, employee relations, training, and professional development initiatives.
  • Strong understanding of HR best practices and experience developing and/or leading the strategic elements of HR.
  • Excellent written and verbal communication skills, with the proven ability to foster collaborative efforts and partnership building with internal and external constituencies within a diverse community.
  • Experience with analytical critical thinking, project management, problem recognition and resolution skills; adept at setting and attaining key strategic goals.
  • Ability to identify, consult and resolve issues that impact institutional needs and priorities.
  • Experience using data to make business decisions and promote improvements.
