IDEAS partners with a Christian development organization in Tunisia working to bring about transformation in the lives of people in North Africa who are marginalized, vulnerable or disadvantaged; in the groups that work with them; and in the societies in which they live. Since 1982, our partner has worked in projects conducted in partnership with local organizations. Areas of project focus are: rural populations; people with disabilities; individuals and families in vulnerable situations; and palliative care.

Our partner works on the principles of transformational development – seeking to share the love of God both through work and sharing life with local people. This involves mentoring, educating, planning and looking for resources together with our local partners. In all areas of life, we seek to incorporate our values of affirmation, service, participation and integrity

Currently, our partner organization is seeking a Finance Manager to help protect their assets. Job responsibilities could include:

        Developing and maintaining  Financial Management systems

  • Ensure proper implementation of  financial rules and procedures in partner organization's offices according to the Finance Manual, ensuring compliance with Tunisian law
  • Administer the in-house financial and accounting system (QuickBooks)
  • Budget planning in collaboration with budget holders (projects) and the General Director (central costs)
  • Monitor if expenditures/prices are realistic and conform to budgets or contracts
  • Train and supervise Finance Assistant and Local Finance Officers

    Bookkeeping
  • Make payments according to the requirements of project staff by signing checks from bank accounts
  • Receive and review all financial vouchers from sub offices and ensure that the supporting documents meet organization's and donor’s financial and procurement rules and regulations
  • Ensure accurate accounting records are kept
  • Ensure timely bank reconciliations
  • Monitor the organization's central budget and ensure, in coordination with the General Director, that sufficient funds are available to run offices
  • Manage monthly payroll and salary payments, social security payments, and tax payments

    Reporting
  • Prepare monthly, quarterly, and annual financial reports and financial overviews for budget holders and as required by donors
  • Assist the International Finance Director with reporting the financial situation of ACT to the Board
  • Prepare organization's Tunisian finances for the annual audit

    Procurement
  • Ensure a good working procurement system where procedures are followed, and all orders and forms are well recorded according to procurement guidelines

Qualifications
  • Experience in Financial Management
  • Accounting experience in a charity/NGO or dealing with restricted context
  • Good written and spoken French (desired but not necessary)
  • Excellent English language skills
  • Effective communication skills
  • A committed Christian
  • A commitment to the principles of Transformational Development/Holistic Ministry
